A fundamental aspect of the atmosphere tells us warmer air can hold more water vapor. It means we not only experience bigger rains, but conversely, deeper droughts as well. This "hydrological whiplash" and what happened in Texas on July 4th appear to be a textbook example of a known consequence of a warmer atmosphere.
