Lamont set to sign legislation boosting maternal health access in CT

MIDDLETOWN, Conn. (WFSB) - Governor Ned Lamont is scheduled to sign two maternal health bills at the Community Health Center in Middletown on Tuesday.

The first bill directs the state to develop a strategic plan to increase the number of birth centers and birthing hospitals in areas with high Medicaid populations and limited existing options.

This measure also expands the Connecticut Fatherhood Initiative to support fathers before, during and after pregnancy.

The second measure establishes a task force to study gaps in perinatal mental health services.

It will also create an advisory committee to promote doula-friendly practices in hospitals, highlighting the growing recognition of doulas’ positive role in maternal and infant outcomes.

These efforts follow similar legislation approved by the General Assembly earlier this year directing the state to tackle maternal health disparities through birth center licensing, doula certification, home visiting programs and hospital “report cards” on care quality.

Advocates hope these new laws will increase both equity and access, especially in communities where maternity care deserts have emerged.

Planning teams and working groups are expected to convene in the coming months to begin implementation.
